How Our Foreign Talents’ S-Passes Are Used Behind MOM Back (Delphi forum)

I  just got this info from my reservist mate who has a lawyer friend dealing with this company. The info is quite reliable.

This company actually sells foodstuff in Chinatown. However, the towkay (boss) is making big bucks on the side by “selling” work passes to PRC (People’s Republic of China) MMs (mei mei) wanting to work here. From what I heard,  S-passes are involved and he has got 14 PRC MMs using his company quota to apply for work passes here.

The deal is this, the PRC MM will first pay S$10,000 for the company to sponsor him for the work pass. I presumed that for S-pass, the company is declaring $1,800 as the salary for the PRC MM. Every month, the PRC MM will go back to office in Chinatown to sign off saying that they have received the salary (of course they don’t receive anything it is just a deception).

Also, every month, they will have to pay $500 fee to the company because the company needs to pay levy to MOM (but levy is a lot less than the $500). Hence, in a way, the company towkay is getting a recurrent stream of income from these PRC MMs for using their quota to get work passes. Anyone who doesn’t pay up will get her pass cancelled. My reservist friend told me that the company is giving a lot of fancy titles to the PRC MM, like sales manager etc. Most are recruited as “sales” people to do sales outside of the company but of course these are used as a front.

Of course, these PRC MMs  actually selling themselves outside. They are all told that if they are caught (say, in KTVs), they must keep their mouths shut and call the company. The company will then immediately go with the lawyer to bill them out the next day, giving the reason that the PRC MM as a sales person, is entertaining customers. After the PRC MM is bailed out, she  will immediately be shipped   out of Singapore, leaving no witnesses of crime behind.

Apparently, this has been going on for quite awhile already and some girls were caught and sent back. One thing I’m not sure is why our police is so stupid to  let this kind of company continues their illegal operation like that…

 One more thing, they can also help the girls to get PR (ie, as a sponsor). girl will have to pay $2500 deposit and after getting PR, pay another $2500.

Actually, my reservist friend told me that the girls are stupid. Cause even if a company doesn’t officially “sponsor”, inidvidual work pass holder or EP holder can apply PR on their own. The application form does not require company to endorse or sign…

Information From MOM Website On S-Pass Application Criterion:


The S Pass is for mid-level skilled foreigners who earn a fixed monthly salaryof at least $1,800. S Pass applicants will be assessed on a points system, taking into account multiple criteria including salary, education qualifications, skills, job type and work experience.

S Pass applicants accumulate points based on how far they meet the criteria. As a general guide, these criteria can be broadly described as (for illustrative purposes only):

  • Salary - refers to a minimum fixed salary of $1,800.
  • Qualification – generally refers to degree or diploma level educational qualifications.

Technical certificates can be considered. These are, very broadly, courses that train the applicant to be a qualified technician or specialist in their chosen field. The certification should comprise of at least one year of full-time study. 

  • Job type – generally refers to professional, specialist or technician level jobs.
  • Years of Work Experience – generally refers to the number of relevant years of work experience that the applicant has for in the job being applied for.

Work Permit holders who wish to apply for the S Pass must ensure that they meet the above requirements.

    Do you think MOM does not know, it’s just they don’t care! The Gov needs to make more money, like US they kill for oil. The Gov gets their money when one fell sick (STDs or HIVs). Then the Casino will host some show with HK or Taiwan singer (real ones) to make some money to fund the HIV ppl.

    The police will arrest the old one just to make more free space for the new ones.
